What We Do

End-to-End M&E Services

From field data collection in isolated regions to rigorous analysis and actionable recommendations - we provide the full evidence chain.

Third Party Monitoring

Third Party Monitoring

Your eyes and ears on the ground

We are pioneers of TPM in hard-to-reach areas. Since 2013, we have reviewed over 250 projects with a combined portfolio value exceeding 1 billion USD. Our network acts as your independent verification mechanism in areas where direct access is restricted.

Surveys & Evaluations

Surveys & Evaluations

Evidence-based conclusions in complex contexts

We design and conduct rigorous evaluations using OECD DAC criteria - relevance, impact, efficiency, effectiveness, and sustainability. Our mixed-method approach combines quantitative surveys with qualitative depth across the most difficult operating environments.

Applied Research

Applied Research

Operational research with field rigor

We design and conduct applied research that answers operational questions for humanitarian and development actors. Our work combines academic rigor with field realism - testing hypotheses, piloting interventions, and generating evidence that can be acted on within a programme cycle.

Assessments

Assessments

Rapid needs and sectoral diagnostics

We deliver rapid and in-depth assessments for humanitarian and development programming - multi-sectoral needs assessments, sectoral diagnostics, market assessments, and capacity assessments - across the most access-constrained environments.

PDM & Feedback

PDM & Feedback

Closing the loop with beneficiaries

We run Post-Distribution Monitoring and beneficiary feedback systems for cash, voucher, in-kind and service-delivery programmes. Our PDM and CFRM platforms surface protection issues, fraud signals, and satisfaction trends in real time.

Learning Assessments

What worked, why, and what to do next

We help programmes capture the 'L' in MEAL - turning monitoring data, evaluation findings and field experience into structured learning that informs the next funding cycle, the next adaptation, the next strategy. Sector-agnostic and grounded in real implementation evidence.

Solutions Architecture

Solutions architects for complex problems

Some assignments do not fit an off-the-shelf design - insecure access, scarce or fragmented data, politically sensitive questions, several countries at once. We treat these as problems to be engineered. Axiom architects a bespoke solution for each one: the right methodology, the right field network and the right technology, assembled around the specific problem and adapted as the context moves.

Measure/Evaluate/Enforce

We do not stop at evidence - we hold programmes to the results they promised, and support our clients to act on them.

How we architect

  1. 01

    Diagnose

We interrogate the real problem and its constraints - access, data, risk, timeline - before proposing anything.

  2. 02

    Design

We architect a tailored approach: methods, sampling, team and tech chosen for this problem, not a reused template.

  3. 03

    Build

We assemble the field network, digital instruments and real-time QA pipeline the design calls for.

  4. 04

    Step into action

On the ground we know the local regulations, the approaches and requirements each context demands - and we stay accountable for results and hands-on support to our clients.

  5. 05

    Deliver & adapt

We turn field data into decision-ready evidence, and flex the design as the operating environment shifts.

Problems we architect for

Insecure, hard-to-reach access

Conflict zones and populations other teams cannot reach - covered through trained local enumerators and remote third-party monitoring.

Scarce or fragmented data

No baseline, weak records, incompatible datasets - reconstructed and triangulated into a defensible evidence base.

Sensitive, high-stakes questions

Protection, GBV, PSEA and politically charged topics, handled with do-no-harm design and ethical safeguards.

Scale, speed and moving parts

Multi-country, multi-language assignments delivered at pace through one coordinated data platform.

Methodology

v1.0 · April 2026

Seven instruments,
one evidence base.

The Axiom ME Data Management Protocol turns field data into traceable findings. Quantitative, qualitative, observational and discreet methods are combined to triangulate evidence across complex operating environments - with every report linking back to its source.

  • Context first. Every dataset is shaped by where it was collected. Sampling validity depends on contextual understanding - conflict, displacement and exclusion factors all introduce bias that statistics alone cannot correct.
  • Traceable evidence. Every finding links back to its source - a KII transcript, a georeferenced photo, a dashboard filter, a household submission. Reports become living interfaces, not closed documents.
  • Triangulated confidence. Findings are scored on the frequency of corroborating reports across instruments and respondent profiles. Photos and videos stand on their own; other claims require independent confirmation.

AI & Data Science

AI builds the system, not your data

We use AI to engineer how an assignment runs - designing data processes and sampling logic, building our quality-assurance rules, and coding the data-entry forms and dashboards each project needs. The AI works on the system, never on the substance: field data is not fed back into it.

Personal and bio data are never fed into AI - not to train, not to prompt, not to analyse. Respondent information stays inside our controlled, access-restricted systems.

Geographic Reach

Operating Where
Others Cannot

From our office in France to field hubs in Nairobi, Mogadishu, Hargeisa, Sanaa and Aden, Axiom is a bridge between European partners and East Africa. Our network of trained enumerators and field researchers gives us access to the world's most insecure and hard-to-reach areas - anchored in Somalia and Yemen, part of 22 countries we have worked in since 2012.

Local Presence · Value for Money

Embedded locally.
Priced honestly.

Axiom is not a fly-in consultancy. Our researchers live in the communities we study - 550+ associate enumerators and national experts across six regional offices. That local footprint is both why we reach areas others cannot, and why we deliver rigorous evidence at a fraction of the cost of an expatriate-led team.

FAQ

Frequently Asked Questions

How long has Axiom ME been established?

Axiom ME was established in 2012, bringing over 13 years of expertise in monitoring, evaluation, and research in complex global environments.

What regions does Axiom ME operate in?

Axiom ME operates in the Horn of Africa (Somalia, Ethiopia, Kenya, South Sudan, Sudan), the Middle East (Yemen, Iraq), Central Africa (DRC, CAR, Chad), and has a European office in France.

Can Axiom ME handle projects in remote or hard-to-reach areas?

Yes, Axiom ME specializes in accessing challenging environments, using a strategic network of trained enumerators, call center operations, and satellite technology to reach populations in remote or hard-to-reach areas.

What data collection methods does Axiom ME use?

We use a full mixed-method toolkit: household surveys (ODK/Kobo), Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), Field Observations (FOs), call center surveys, GIS mapping, and drone imagery.

Does Axiom ME offer job opportunities?

Yes, Axiom ME periodically offers opportunities for consultants, field researchers, and enumerators. We are constantly looking for top-level experts. Visit our Careers page and upload your profile and CV.

How does Axiom ME ensure data quality and traceability?

Every interview is georeferenced via KoBo; every photo is timestamped and linked to its capture record on satellite imagery. Findings are cross-referenced across KIIs, FGDs, household surveys, and field observations to build a triangulated confidence index. Clients receive interactive dashboards with drill-down access to source data, plus the underlying photo and document archive.

What is Ghost Monitoring?

Ghost monitoring is a discreet field technique Axiom ME uses for highly sensitive topics - diversion, fraud, informal taxation - where openly structured interviews would put enumerators or respondents at risk. Up to three local researchers are deployed independently on the same question, and their reports are compared to distinguish isolated events from systemic patterns. Reports remain fully confidential and outside our public track record.
